When the historical mobility of carbon emissions is examined; It is possible to say that the carbon emission level was quite low before the Industrial Revolution and the increase in emissions was relatively slow until the middle of the 20th century. However, it is seen that carbon emissions increased to the level of 6 billion tons in 1950, and in 1990 this level almost quadrupled and reached 22 billion tons. Although this increasing trend has slowed down in the last few years, approximately 36 billion tons of carbon is released into the atmosphere every year, and the use of fossil fuels, which is the main cause of carbon emissions, is still active. This situation accelerates the global climate change process and necessitates the management of the carbon emission process.

    The issue of climate change, the main reason of which is the increase in carbon emissions, has been on the agenda of the international public since the 1970s, and concrete steps have been taken to combat the negative effects it has caused. The 2015 Paris Climate Agreement and the announcement of the European Green Agreement at the current stage constitute the latest steps taken in this process.

    
    The Paris Climate Agreement, which entered into force in 2016, aims to keep the global average temperature value below 2°C compared to the pre-industrial period, 1850-1900, and to limit it to 1.5°C if possible, to reduce carbon emissions that cause global warming. It aims to limit and create a green economy. With the signing of the said agreement, the European Union took immediate action within the scope of efforts to create a low-carbon and climate-resilient world, which became more prominent in the public opinion, to achieve the goals of the Paris Climate Agreement; announced the European Green Deal in December 2019 in order to initiate a major economic and social transformation. Accordingly, by 2030, the EU plans to reduce Europe's carbon emissions by 55 percent compared to 1990 levels. The ultimate goal of the EU, which announced the "Fit for 55" package, which is a development plan prepared in line with this goal, in July 2021, is to become the world's first carbon-neutral continent in 2050.
